Passport for a child under 2 years
Modern parents have increasingly become the need to travel outside the Russian Federation. In this regard, their young children under 2 years of age are required to obtain a passport.
Why do you need?
Visa control officers are guided in their work by the legislation of the Russian Federation in the field of state registration of citizens when traveling abroad.
Under Articles 20 and 21 of the Federal Law of 15 August 1996, No. 114-FZ, “On the Procedure for Exiting the Russian Federation and Entering the Russian Federation”, a minor citizen of the Russian Federation often leaves the country together with at least one of his parents or guardians. The articles of this law also regulate the departure of a minor citizen without following his parents. In any case, the baby will need a document identifying his identity.
The child must have his own passport, giving the right to cross the border for the purpose of treatment, education or rest, regardless of the marks made about his data in his parent passports.
The last edits to this law are dated 01.03.2010 in the form of exit regulations from the territory of the Russian Federation, which necessarily regulate the presence of foreign passports among minors.
This means that the record of the child in the passport of the parents no longer gives the right to leave the state without the child having his own passport. Most of the residents of the Russian Federation travel abroad with the help of travel agencies, whose employees provide full information on the procedure and rules for issuing passports for kids.
What is the best passport to do?
The law leaves the choice to parents between old-style passports and a biometric novelty. Let us examine the advantages and disadvantages of both options.
Getting an old passport has many advantages:
- Faster clearance;
- Low cost of release;
- It is not necessary to take a child with you when you register in the FMS;
- Low level of security;
- The validity period is 5 years, during which the child’s face does not undergo significant changes, which makes it possible to avoid comical situations with the discrepancy between the photo in the passport and the child’s appearance throughout the document’s validity period.
When making a biometric passport, please note that:
- The period of registration will not be as fast as in the first version;
- The cost of the document is a more substantial amount;
- When filing a package of documents for registration of a passport to the appropriate authority, the presence of a child is mandatory;
- Multistage protection system;
- The validity period is 10 years.
An old-style passport or a document with biometric tags is a personal priority of each parent. Both documents are equally valid.
The law here left the freedom to choose, which should be made taking into account the financial condition, the timing of the trip, the availability of excess time and the frequency of trips abroad.

Terms and cost
It is important to know that the reception of documents is considered complete when the employees of the center where the application was addressed will issue the certificate of receipt of documents to the applicant.
It may take from 1 to 4 months to accept a decision on a request for an international passport.
If the decision is positive, the document will be issued to the applicant without the presence of a child under 14 years of age.
As practice shows, the speed of making a positive decision on the issuance of a passport affects the place where the appeal was made.
In the case of the MFC and the platform of state services, the term is usually about 30 days, and at the place of residence - up to 120 days. Due to the fact that the production time varies by several times, it is worth it in advance, prior to the completion of the overseas trip, to take care of submitting the appropriate application.
The size of the state duty held for an old-style international passport is 1,000 rubles for citizens under 14 years old (at the moment when contacting through the GosSlug portal the cost will be 700 rubles with discount) for the new model 1,500 rubles under Article 333.28 of the RF Tax Code.
When paying the state fee, it is necessary to carefully fill in the fields with the applicant's name, i.e. on whom the document is made out.
The order of registration is quite simple. The only thing that can alert or frighten off is the timing of the production of the document. But also here the state regulates the accelerated procedure for processing and issuing a passport if the applicants have a strong reason, such as a serious illness requiring emergency treatment abroad, or the death of a loved one. In any case, when submitting documents with an indication of these reasons, the corresponding certificates will be additionally required.
