Is it possible to enter children in the passport of parents?
Traveling abroad, studying in a foreign college, tourist trips and excursions - for a modern Russian child there are no borders. There are only some legal restrictions. Going to vacation, school or treatment is much easier if the child is entered into the passport of the mother, father or both parents. Make a separate foreign chad document much more expensive and more troublesome. Not everyone knows whether it is always possible to enter the child’s name in an existing adult passport. In which passport can I enter the child?
It is no secret that today, adult Russians have two types of foreign identity cards - old and new passports. It is possible to enter data about the child only in one type of international passport - an old, paper, having a validity of 5 years.
In biometric passports, data about children is not entered due to the fact that they simply do not have special pages and sections for this.
If mom and dad have biometric passports, the child can travel abroad only after receiving his own passport.
Suppose a mother or father has an old-style passport, he is still valid, and there is a desire to enroll a child in it. Here, too, there is an important nuance - the age of the child himself. If a son or daughter is already 14 years old, then data entry becomes impossible automatically. To count on the fact that the child will be entered in the parent document, it is possible only if he has not yet turned fourteen.
Another important aspect is the citizenship of the child. Talking about the possibility of entering information is possible only if the son or daughter has Russian citizenship. This fact is confirmed by a birth certificate. If for a number of reasons the child is a citizen of another country, the introduction of such changes in the adult passport will be denied.
Only the mother and father of the child (the people indicated on the birth certificate as a mother and father) can enter the child into a foreign identity document. Neither grandmothers, nor grandfathers, nor brothers and sisters have the right to include information about the young traveler in their documents.
Entering information about a child into an old passport is possible in two cases: when an adult receives a document and after that. Both of these cases should be considered in more detail.
What documents are needed?
Situation number 1. The parent wants to get an old international passport, which already contains data about the child.
In this case, you will not have to pay for entering information about your daughter or son, this service is completely free.
It is enough to fill out a special form - an appendix to the application for issuing a passport to the FMS (another option is a multifunctional center for public services). It indicates the personal data of the child: his name and surname, date and place of birth, the series and number of the birth certificate, the facts of the name change, if any.
In addition, you must provide the original and a copy of the birth certificate of the child, as well as photographs of a child of 3x4 or 3.5x4.5 in the amount of two pieces. Photos can be both color and black and white.
If there is a need to add several children to an adult's passport, the recipient of the passport provides the above-mentioned package of documents for each child separately.
Situation number 2. A passport is already there, there is a need to enter a child into it after receipt.
In this case, you will have to pay a small state duty (500 rubles).The FMS or the multifunctional center will need to submit the original and a copy of the birth certificate of the child, a completed application for making changes in the passport indicating the personal data of the child, two 3x4 or 3.5x4.5 photos (color does not matter). You will also need to fill out a special form and present the passport itself and a copy of it.
If you have to enter several children, there is no need to pay a fee for each, this fee is fixed. No matter how many children you have, you will only have to pay 500 rubles to add their names to your passport.
The question of how long it will take to make changes in a foreign passport is difficult to answer precisely. Usually this is given from 2 to 3 weeks.
Registration of the application through the portal "Gosuslugi"
An adult Russian citizen can personally declare his desire to enter a child in his passport by contacting the territorial department of the Federal Migration Service, the MFC (multifunctional center). In addition, you can apply remotely, through the portal of public services - gosuslugi.ru.
The site will need to register, after that - go to the section "Public Services". They will need to go to the section “Foreign passport” and fill in all the necessary forms, carefully following the instructions of the system. This registration will not take a lot of time, but you will still have to hand over and get a passport personally - after the documents have been reviewed by a government agency. You will receive an answer about the possibility of providing the required services.
To register a child's own passport on the portal, you need to select the section “Public Services” - “Obtaining a foreign passport for a minor under 14 years old” and follow the instructions of the system.
Tips
If time permits and there is adequate financial capacity, it is better to issue a child’s own passport. This is a better option; a personal passport will open up additional “horizons” for the child. The fact is that a child inscribed in a parent's document will only be able to travel with the person on whose passport he is listed.
This is not always possible, as it may be necessary to send the child to rest or be treated with a grandmother or another relative, with a teacher or trainer (if the child joins a tourist group or goes to competitions abroad).
If data on the child ward is entered into the passport, the guardian (who is the holder of the old type passport) in addition to the documents listed above will need to submit to the state authorities the documents on the establishment of guardianship and a certificate from the guardianship authorities.
When traveling to some western countries, the child is required to have his own document. The absence of such and the presence of only one entry in the parent passport of the old sample in some cases can cause a denial of entry, in obtaining a visa.
