To begin with, we will clarify the situation with the existing seas: in terms of logistics, it is always easier to go to the sea that is geographically closer to your place of residence (if only there is a direct flight of any transport), but it’s worth choosing the final destination carefully. It has already been said about the northern seas - they do not suit, because they never really warm up, that's why there is no infrastructure here. From those that warm up normally, select four: Black, Azov, Caspian and Japanese.
There are no questions to the first two questions, but the situation with the two remaining ones is not very unambiguous. If we talk about the Caspian Sea, it is not very popular among tourists, because it is a famous oil-producing region, so the water here is not particularly clean. In addition, the Black Sea coast is relatively close, because The Caspian Sea trivially loses competition and does not have a decent infrastructure - at least in the Russian part of the coast.
Sea resorts on the Caspian Sea exist in neighboring countries that do not have access to other seas, for example, in Azerbaijan, but you cannot call holidays there.
As for the Sea of Japan, it suffers primarily from a considerable distance from the main cities of the country. It would be possible to massively develop the infrastructure here, but for the majority of Russians, getting here is problematic and expensive, and if there is adequate money and desire, then it is easier and smarter to fly somewhere in the tropics.
Within Russia, the Black Sea coast is ideal in terms of infrastructure - resorts such as Sochi, Anapa, Gelendzhik or Tuapse. A great advantage of this region is its excellent transport links with other parts of the country - in the summer, dozens of trains and planes from almost any large Russian city arrive here daily.
Of course, vacationing with children on the sea in Sochi can be quite expensive, but the general rule here is that the north of the resort, the cheaper it is to rest here. For this reason, many tourists travel north to Gelendzhik or Tuapse, and even further away, to Novorossiysk or to Yeisk, which is already located on the Sea of Azov.
Anapa is a good way to relax inexpensively with children - here the sea is distinguished by a gentle coastal bottom, so even those who swim uncertainly risk nothing. Back in Soviet times, Anapa stood out with an abundance of summer camps for children, and today this network continues to evolve.
In addition, it is worth remembering that the Black Sea coast is not made up of only cities - there are smaller settlements, which do not have a stunning infrastructure of entertainment, but the sea is warm and tender, the bottom is gently sloping, and the prices are not so biting. These include, in particular, Kabardinka, Divnomorskoe and other villages.
If the budget is very limited, and the children have reached at least adolescence, and love adventure, you should pay attention to the campsites, which are quite a lot around Anapa and the Azov coast.
Separately, select Crimea. In recent years, the southern coast of the peninsula has been actively advertised, but in fact the reviews are generally neutral - a lot of good and bad. To get to the peninsula is more difficult than to the Krasnodar region, and the prices here, according to popular opinion, are too high, as for the level of development of the local recreation industry. Relatively large centers are considered Yalta, Feodosiya and Alushta, but it is also wiser to settle in small villages.

That is why more middle resorts like Yeisk are mostly chosen for traveling in the middle of summer, but even in the first half of June it is not always warm enough here.
Foreign countries
The concept of budgetary holidays is relatively - one can relax abroad at an economical rate, although it often costs more and more expensive than within the country. It should be noted here that in some foreign countries the infrastructure is at least as good as domestic, and prices are pleasantly pleasing, however, the problem lies in expensive logistics - the flight can be several times more expensive than a week or even a month of stay here.
If, however, you are ready to invest in a relatively inexpensive flight, you should start with a trip to the Mediterranean Sea - in Turkey. This country is famous for its hospitality and stunning infrastructure, designed, in particular, for tourists with children - many hotels here are geared specifically for families, because they hire animators, and are ready to offer a whole amusement park on their own territory.
However, there will have to choose - either exquisite hotels closer to the center of the famous Antalya, but at a higher rate, or very affordable prices, but somewhere in the remote wilderness, where the amusement park will be perhaps public, in the center of the city.
If the vacation is really long, and the children are quite adult, not too whimsical, and will only be happy about the adventures, there is a desire to spend a lot on the flight for visiting countries that are still considered exotic among our compatriots. The fact of the massive accumulation of infrastructure here does not mean that such a sea and such beaches no longer exist - they probably also exist in lesser-known villages, which big business has not reached.
It is possible that it will take more time and money to get here, however, the savings on housing and meals completely override these costs, so do not be lazy to look for information on alternative, little-known resorts.
